If your card was blocked abroad: how to withdraw or transfer money from a blocked bank card

Earlier on our hainanwelcom website, we already detailed that Russian bank cards of Visa and Mastercard payment systems will stop working abroad from March 10, 2022 at the latest, but these cards will continue to work in Russia. We tell you what to do if you find yourself outside Russia with a bank card from the sanctions list or your bank card is blocked and you cannot directly withdraw money from it at ATMs.

What to do if the country where you are currently located does not accept your bank cards?

You can download the application of another bank and issue a virtual card and then transfer money to this virtual bank card through the online application of your bank. Such a service is now available from Tinkoff, Alfa and many others. With this bank card, most likely, it will not be possible to withdraw cash from an ATM, but you can pay for the purchase of air tickets to Russia on the websites of Russian air ticket sellers.

 

In addition, you will be able to open an account online in some Russian banks, such as Tinkoff, which are not under sanctions, transfer money from your bank card to this account and then transfer money from this account to your account in a foreign bank (for those people who have such an account in a foreign bank). At least Tinkoff Bank supports a transfer from your Russian account to your account in a foreign bank from its online application, where you can already physically receive a plastic card of a foreign bank linked to this account and then withdraw money from this account abroad.

 

How to transfer money from a non-working card to a card of another bank?

To instantly receive a transfer or transfer money, including between your accounts in different banks, use the RUSSIAN FAST PAYMENT SYSTEM (SBP). The system of fast payments of the Central Bank of the Russian Federation is transfers by phone number to any bank participating in the program. Money is credited instantly, without commission, the whole service works around the clock. You can transfer up to 100,000 rubles per month for free. To connect the SBP, go to the settings of your bank's mobile application, select the "Contacts and transfers" item and turn on the Fast payment system (in some applications, the "Fast payment system" item is available immediately in the "Settings" menu).

 

How to send money using money transfer systems

If none of the methods above suits you, you can use one of the money transfer systems: Western Union, MoneyGram International, CONTACT, Zolotaya Korona, Unistream and others. Some of them allow you to send money online to yourself from a Russian bank card.

 

Another option is to ask relatives and friends to send you money through such a system. To receive money through such systems, you will need a passport.

 

About 157 Russian banks also issue cards of the Mir payment system, which do not depend on the operation of the Visa and Mastercard payment systems, they operate throughout Russia and in some other countries:

 

Abkhazia

Mir cards are accepted throughout the country's payment infrastructure (hotels, shops, restaurants), cash withdrawals from ATMs are available.

 

Armenia

Cards are accepted throughout the country's payment infrastructure.

 

Belarus

Cards are accepted throughout the country's payment infrastructure.

 

Kazakhstan

In Kazakhstan, cash can be withdrawn from the Mir card at branches and ATMs of Sberbank Kazakhstan, VTB Kazakhstan and Halyk Bank of Kazakhstan (Halyk Bank), but payment by card is not available.

 

Kyrgyzstan

Cash can be withdrawn from the Mir card at all ATMs in the country, payment by card is not available.

 

Uzbekistan

The Mir card is accepted in the network of devices of the UzCard payment system. UzCard devices are installed in almost all trade and service enterprises of the country.

Tajikistan

You can withdraw cash at Amonatbonk and Dushanbe City ATMs, payment by card is not available.

 

South Ossetia

You can withdraw cash from ATMs of the National Bank of the Republic of South Ossetia, payment by card is not available.

 

Vietnam

Cash can be withdrawn at branches and ATMs of BIDV and VRB (Vietnam - Russia Joint Venture Bank).

 

Turkey

Cash can be withdrawn at branches and ATMs of Isbank, Ziraat, Vakifbank.

 

Cyprus

Mir cards are serviced at ATMs and payment terminals of RCB Bank.

 

UAE

You can pay with the card through Network International payment terminals.
