New rules for obtaining a health code and testing for traveling to China from Russia in 2022: requirements, answers to questions, institutions for PCR testing and antibody detection

The Chinese Embassy in Russia (http://ru.china-embassy.gov.cn/) has published new rules for obtaining a green health code for traveling to China in 2022, as well as requirements and answers to frequently asked questions. If you are not a citizen of Russia, you also need to study this material, since the requirements for different countries of the world are similar and maybe this is where you will find answers to your questions.

 

Due to the spread of the Omicron strain, the epidemic situation in the world remains tense, and the risk of cross-contamination in international travel is still high. The Chinese Embassy in Russia strongly advises you not to travel unnecessarily. If you really need to travel to China, you must comply with the various anti-epidemic and entry and exit regulations in force between China and Russia during the epidemic. As of the date of publication of this information, new requirements for health codes (or health claims) for passengers traveling from Russia to China are put forward:

 

1. All passengers traveling to China must pass the first nucleic acid test (namely, RNA, not antibodies) at the medical institutions designated by the embassy and consulates in the Russian Federation 7 days before boarding  (see Appendix 1; there is only one laboratory in Moscow - LabQuest). For example, if the flight is April 8, you need to be tested on April 1. Following a negative test result, strict self-isolation is required for 7 days and the Health Self-Monitoring Form must be completed daily (see Appendix 2).

 

2. For persons with a negative test and who are in 7-day self-isolation:

2.1. Those who are fully vaccinated against COVID: Please, 2 days (Moscow, CMD clinic) and 1 day (Moscow, GEMOTEST clinic) before boarding (for example: if the flight is on April 8, then on April 6 and April 7, respectively) make two separate test  for nucleic acids by PCR in specially approved medical institutions in Moscow, while the ELISA test is not required. 2 days before boarding, you must pass the test at the CMD clinic (address: Moscow, Nizhny Susalny lane, 5, building 2), and 1 day before - in GEMOTEST (address: Moscow, Rozhdestvensky Boulevard 21, building 2 ). For registration for testing and other specific questions, please contact the relevant airline. In case of a negative nucleic acid test result 2 and 1 days before boarding, the following documents must be uploaded:

 

2.1.1. the first page of a passport or other travel document;

2.1.2.document confirming the identity and residence permit.

 

For Chinese citizens, please provide: 1) a visa to Russia, a green card and other documents confirming the residence permit (for visa-free entry, you must upload a photo of the last entry and exit stamp in the passport). 2) One of the following documents: migration card (small white stripe); registration at the place of residence (notification of the arrival of a foreign citizen at the place of stay); photo of the last entry and exit stamp in the passport; other documents confirming legal residence in Russia.

 

For Russian citizens, please provide one of the following documents: A valid Diplomatic, Service, Courtesy, or C visa.  China visa pages issued after November 3, 2020 entry to China (please send in advance to This email address is being protected from spambots. You need JavaScript enabled to view it., subject line: health code + temporary residence permit + applicant's name. After approval, please download the provided materials for applying for a health code).

 

2.1.3 PCR test results provided by the testing center in English and Russian (total 3 tests, seven, two, and one day before departure).

2.1.4 Certificate of vaccination.

 

1)Certificate of vaccination against COVID-19, passed in China (it is necessary to indicate the contact phone number of the organization where the vaccination was carried out), or all screenshots from the JianKangBao(健康宝) program, confirming the vaccination;

 

2) Certificate of vaccination against COVID-19 completed in Russia, which must comply with the unified Russian format;

 

3) Certificate of vaccination with a Chinese vaccine passed in third countries (must have a legalized translation into Chinese in this country). If vaccination was carried out in Belarus, then you can provide a certificate that has a specific general form in this country.

 

2.1.5. Health self-monitoring form (Appendix 2).

2.1.6. Letter from the organization confirming the passage of the quarantine (applies only to employees working in companies with Chinese capital).

2.1.7. Itinerary receipt, ticket.

 

2.1.8. For those who have been ill with coronavirus: after two months after recovery, please provide the necessary additional materials required in subparagraph 4.3 (Frequently asked questions).

2.1.9. Other documents requested by the PRC Embassy or Consulates in Russia

 

2.2. Persons who have never been vaccinated against COVID-19 or have not been fully vaccinated: Please centrally undergo PCR testing at specially designated facilities in Moscow 2 and 1 days before planting (depending on the time of sampling). Centralized testing on the 2nd day before planting requires an additional test for antibodies in the blood. On the second day, the designated center is CMD (address: Moscow, Nizhny Susalny lane, 5, building 2), the first day - GEMOTEST (address: Moscow, Rozhdestvensky Boulevard 21, building 2). 2.2.1. The first page of a passport or other travel document.

2.2.2 Documents proving identity and place of residence.

 

Chinese citizens, please provide: 1) Valid proof of residence in Russia, such as visas and residence permits (if you enter the country without a visa, you must upload a photo of the last entry and exit stamp in your passport). 2) One of the following additional materials:

 

- Migration card (white card);

- Registration at the place of residence (notification of the arrival of a foreign citizen in the Russian Federation);

- The last stamp on entry and exit across the border in the passport;

- Other identity documents confirming legal residence in Russia.

 

Citizens of Russia are asked to provide the following additional materials:

- Diplomatic, service visa,  courtesy visa  or category C visa.

- Visas to China issued after November 3, 2020.

 

- A residence permit that meets the requirements for traveling to China after approval (please send in advance to This email address is being protected from spambots. 2.2.3. PCR test results provided by the testing center in English and Russian (total 3 tests, seven, two, and one day before departure). The test results 2 days before departure must also include IgM and IgG antibody tests.

Special Note: Fully vaccinated persons are those who have passed all stages of vaccination against coronavirus (the required number of vaccine administrations and the corresponding intervals between vaccinations), and the time of the last administration of the vaccine is more than 30 days before the date of planting. Persons whose vaccination does not meet the requirements for the number of vaccines administered, or the intervals between two vaccines are less than 14 days, must undergo PRP testing and apply for a health code as a person who has not been vaccinated.

 

3. After receiving the green health code, passengers traveling to China must undergo an express PCR test for the detection of coronavirus on the day of departure at the airport before boarding the aircraft. 4. Frequently Asked Questions

4.1. How to calculate the time of departure (return) to China?

Answer: During a pandemic, factors such as an inappropriate test, a temporary reduction in the number of flights, expired documents can affect your timely departure. We recommend that you fully consider the above factors, as well as your personal circumstances, and plan your departure time wisely. Also, when calculating the time, it is necessary to include time for unforeseen situations and the risks of delays on the road in order to avoid a stalemate.

 

4.2. I am a Chinese citizen, how can I confirm that with my visa or residence permit I can normally leave Russia?

Answer: During the pandemic, Russian migration policy and the rules for staying in the country have been periodically adjusted. In matters of a private visa or residence permit, it is necessary to study the official information of the FMS on the rules for staying on the territory of the Russian Federation, or consult the local bodies of the FMS through the inviting party.

 

4.3. What if I have been infected coronavirus or IgM antibody level is below 1.0 but IgG antibody test is positive (value is greater than 1.40)?

 

Answer: Coronavirus-infected or persons whose blood level of IgM antibodies is lower than 1.0, but the IgG antibody test is positive, must provide 2 negative PCR tests 2 months before departure (the interval between each PCR test must be more than one day; the list of institutions where to take a PCR test is not limited; 2 months before departure is counted from the date of passing the second PCR test), and also 7 days before departure, pass the first PCR test in authorized Russian institutions (see Appendix 1, except for laboratories Labquest, Moscow). After receiving a negative PCR test, self-monitoring of health and a limited quarantine regime must begin 7 days before departure. It is necessary to carefully fill out the Health Monitoring Questionnaire  (Appendix 2) according to the requirements.

 

 

4.4. How do I independently monitor health before leaving? How to calculate the date of the first PCR test in authorized Russian institutions and the date of commencement of self-monitoring of health and the limited quarantine regime?

 

A: Passengers flying to China must complete 7 days of self-health monitoring and limited quarantine, and carefully complete the Health Monitoring Questionnaire (Appendix 2).

 

The start time for PCR testing and health monitoring prior to boarding a flight does not include the day of flight departure. For example, if a flight departs on September 10th, the seventh day before boarding the flight would be September 3rd, then the first examination should be conducted on September 3rd. Health monitoring time will also be calculated from September 3rd.

 

4.5. How to conduct self-monitoring of health and limited quarantine regime for enterprise project employees?

 

Answer: Project staff of Chinese-owned enterprises in Russia (including centrally controlled enterprises, state and private enterprises), in order to return to China, in addition to health monitoring 7 days before landing, must also be in isolation and limited quarantine for 21 days ( calculated from the date of departure minus 21 days), without allowing contact with the outside world. If the first PCR test is positive or if any symptoms occur during observation and isolation, the homecoming procedure should be stopped immediately and close contacts should undergo similar procedures.

 

The respective enterprises must issue a certificate of isolation containing the name and surname of the repatriate, passport number, start and end of the period of isolation, place of isolation, etc., and also affix the official seal of the company. When applying for a Health Code, you must upload all of these documents at once

 

4.6. Can people from third countries transiting to China apply for a health code?

Answer: Due to the epidemic situation, the Chinese Embassy and Consulates in Russia will not issue health codes to those who fly to China from Russia in transit through third countries, as well as to those who fly to China from third countries in transit through Russia.

 

4.7. How do I apply for a health code after receiving a study report?

4.8. How long after submitting the application materials can I receive a health code?

 

Answer: In order to ensure that passengers can board their flights normally, the Chinese Embassy and Consulates in Russia are making every effort to expedite the processing of applications. We ask all applicants to be patient and not to rush. If you have not received the result of the health code check within an hour before boarding the flight, you can call the consular protection department at the embassy, ​​or contact the airline staff for help on the spot. We also remind passengers that after receiving all the results of the checks, they must immediately apply for a health code, and also make sure that all materials are loaded in full as required, in order to avoid repeated returns or changes due to incomplete loading of application materials, which may affect on the course of its consideration.

 

 

4.9. What to do if the health code is blocked?

Answer: Applicants' accounts may be blocked due to falsification of application materials, non-compliant test results, multiple re-uploads of materials, and others. You must wait for the unlock and reapply for a health code.
