Lulz Security take down CIA website - hackers will reduce the probability of cyber attacks in the future

As reported yesterday the Los Angeles Times, a group of hackers Lulz Security taked down Central Intelligence Agency (CIA) website.
Indeed, when testing were, that the CIA website pages are not loaded in different browsers (see a photo), but after about an hour, website of the CIA began to recover, but some time is not fully loaded the some image files in this website, now the CIA website is operating normally.
Lulz Security (also known as LulzSec) - an organized group of hackers, which claimed responsibility for a number of hacker attacks on prominent government and corporate websites, including Sony website, IMF website, the website of the U.S. Senate. A group of hackers Lulz Security has attracted worldwide attention for its message on social networking sites of their attacks.
It is assumed, that the name comes from the Lulz Security neologism expression "Lulz" (otherwise-LOLs), which is an English acronym, internet meme, and is used in network communication mainly to express the laughter in writing over the victim jokes.
A group of hackers Lulz Security was first announced itself in May 2011, when representatives of the group had been hacked websites of several major corporations. Lulz Security specializes in finding websites with low security, hacking these websites and then placing the information from these sites on the Internet. The group has used the motto "Laughing at your security since 2011!" and its website, which created in June 2011, plays the theme from The Love Boat.
Although the exact number of team members and motivation of Lulz Security are unknown, experts of PC World magazine suggests that, based on the results of the group Lulz Security, can be concluded, that the main goal of the Lulz Security is not a theft of state and corporate information for criminal purposes, and the detection of weak places the protection of public and corporate networks and the exposure of flaws in security systems for all to see. As stated by a group of hackers Lulz Security, many of these flaws in the security systems of government and corporate networks create their own employees of these firms and institutions.
It is noteworthy, that the first recorded case of hacker attacks Lulz Security was directed to one of the game servers, where the attack group of hackers have changed phones support of several games on the phones of the FBI offices.
It should be noted, that on June 9, 2011, the hackers of Lulz Security sent letter to administrators of British National Health Service. In the letter was information about the vulnerabilities, that were discovered in the National Health Service. In a letter, hackers of Lulz Security said, that they do not intend to exploit this vulnerability, and simply report the detection of vulnerabilities, that need to be corrected, so there was no possibility of their use by unauthorized persons.
Some experts point out, that the first Lulz Security attack on the state network was aimed on InfraGard, a company affiliated with the FBI, which seeks to prevent computer crimes. According to the FBI, one of the goals of the InfraGard is the secure from intrusion from outside and the exchange of information between companies and all U.S. law enforcement about hacker attacks on websites of U.S. companies, as well as to report information, that might prevent this kind of invasion of private networks.
Therefore, some experts believe, that in a group of hackers Lulz Security is also a positive point, because the activity of Lulz Security, attracting everyone's attention to the problems of network security, and finding weaknesses in security of networks at different levels, will cause the apparent tightening of standards and system requirements of network security for all the major institutions of the country, which makes it more unlikely hacking attack from other groups of hackers.
