Chief of Staff of People's Liberation Army (PLA) Chen Bingde arrived in the USA to open a new stage in relations between the military departments
Monday, 16 May 2011

Chief of Staff of the PLA, Chen Bingde, headed the delegation of the PLA, arrived on May 15 in the USA, on an official visit at the invitation of Chairman of the Joint Chiefs of Staff U.S. Armed Forces Michael Mullen. Meetings between the leaders of the military departments of China and the USA will be scheduled every seven years, and the visit of Chief of Staff of the PLA is a regular visit, carried out under the Sino-American military cooperation. If we consider the historical context of the history of relations between the military departments of China and the USA, the beginning of this relations was laid in the communique about conditions of Sino-American normalization, which was signed Feb. 27, 1972 in Shanghai. With general political point of view, mainly in this document was an indication of the failure of the two powers against attempts establish its hegemony in East Asia and the presentation of each of them against attempts by any power set such hegemony. Later, in 1978 the USA removed all barriers to the full establishment diplomatic relations with China. From Taiwan withdrew U.S. troops, official relations with Taipei have been converted into informal, and the U.S. administration officially announced its intention to denounce US-Taiwan treaty of 1954, which was supposed to lose power after a year. In May 1978, President Carter said, that the USA would not oppose the sale weapons from the Western European countries to China, after this, China bought major types of modern weapons (aircraft and antitank missiles) in Britain and France. In January 1979, was held widely publicized in China and the U.S., visit Deng Xiaoping in the USA, in the course of which were formally established diplomatic relations between the two countries. In 1979, the United States and China have created in Xinjiang centers of electronic surveillance of Soviet nuclear firing field, to replace those that were closed in Iran after the revolution. But in the same year (in spring), the U.S. Congress passed a law on relations with Taiwan, which, formally reducing the status of US-Taiwan relations to the informal, in fact, allowed the U.S. to maintain relations with Taiwan in the same volume. U.S. refusal to completely sever ties with Taiwan irritated the PRC and weakening of the military cooperation between U.S. and China. However, this did not prevent the United States to continue the line to assist the growth of China's defense and consolidation of its (Economic, cultural and political means) at the position of loyalty to the West. However, U.S. caution, making sure that the connection with China were mainly political, following the principle, adopted by Nixon- does not make a distinction between China and the Soviet Union in the supply of military equipment and sophisticated technology. But after the Soviet invasion in Afghanistan, the US-China military ties become more serious. Already in January 1980, U.S. defense minister visited the China and in May 1980, his Chinese counterpart visited the USA. As a result of new agreements, the U.S. began to supply China's dual-use technology and support military equipment (communications, transport aircraft). In June 1981, the administration of Ronald Reagan (winning the election in November 1980) reported a willingness to enter into one-off contracts for the supply of arms to China. In 1988, China received in the USA the status of "a friendly, non-aligned country", which greatly facilitated his access to the highly sophisticated technology. In March 2001 was a meeting of heads of military agencies of the United States and China, to discuss prospects for expanding military cooperation. However, in April 2001 there was a collision with Chinese fighter and American aircraft near Hainan Island, as a result of this incident, the military cooperation between China and United States has been interrupted. In full, it was resumed again only after July 2006. But then China is completely severed military ties with the U.S. in October 2008, in response to the Pentagon sent Congress a notice of intention on the Taiwan anti-aircraft and anti-ship missiles and attack helicopters "Apache", totaling 6.5 billion dollars. Taiwan, in particular, asked for 330 missiles PAC-3 "to the anti-aircraft missile complexes" Patriot "with 12 launchers. These SAM systems are designed not only to combat aircraft and cruise missiles, but they can also shoot down tactical ballistic missiles. In announcing the visit of 15 May 2011 the PLA Chief of General Staff Chen Bingde in the USA, representative of the PLA General Staff explained that this trip "can be considered a response - in January 2011, China visited U.S. Secretary of Defense Robert Gates". The visit of the Chief of Staff of the PLA, Chen Bingde in the United States on May 15, 2011 is to further strengthen military ties between the USA and China, to establish more open dialogue for the misunderstanding between the two mighty powers in the world. As noted by a representative of the Joint Chiefs of Staff U.S. Armed Forces: "We hope, that the General Staff, PLA then improve the performance of the U.S. armed forces and will be development of our relations in the long term. " However, the U.S. does not conceal the fact, that they disturb the pace of modernization of the Chinese armed forces. It should be noted that even after 2000 U.S. Congress ordered the US Secretary of Defense to represent the of each year a report on a comprehensive assessment of China's military strategy and changes about situation in the Taiwan Strait. The report in 2011 noted, that the pace and scale of China's military transformation have increased in recent years, helped by the purchase of modern foreign weapons and the continuing high level of investment in technology and long-term conceptual reforms in China's military. As noted in the report, the USA hopes, that China will become a "responsible player" on the world stage and the USA welcome further development of a stable, peaceful and prosperous China. However, China should be more open about that the modernization of its armed forces. Therefore, during the visit of PLA Chief of General Staff Chen Bingde in the USA, will discuss all major issues in interaction between USA and China and will find common solutions, that promote peace and stability in the Asia-Pacific region.
