Russian citizens may expect to receive a 5-year Schengen visa

After nearly a decade of negotiations between Russia and the EU on simplification of procedures for obtaining of Schengen visas, the Russian Foreign Ministry said, that the EU countries agreed to issue Schengen visas to Russians for five years, all the required formalities will be sorted out before the end of 2011. For the first time, on August 27, 2002, Russian President Vladimir Putin sent to the chairman of the European Commission and the heads of EU member states a message on the problems of the Kaliningrad Region in the light of EU enlargement, which was invited to consider moving in the future on visa-free travel. That message was the official start of negotiations on visa-free travel for citizens of Russia and the European Union. Surprisingly, the EU has not rejected the possibility of establishing a visa-free regime with Russia, but on the contrary, the EU Council meeting in Brussels on 30 September 2002, it was decided to consider separately as a long-term question of the possibility of establishing a visa-free relations with Russia. Thereafter, on July 17, 2003, the Head of the European Commission Romano Prodi said, that over the next five years could be eliminated the current system of visas for entry of Russian citizens to EU countries. Note, that Spain, Italy and France announced on simplification of visa regime for Russian citizens. However Schengen visa valid for five years will be available immediately, as reported during the first call, a citizen of Russia can obtain a Schengen visa for a period of not more than a year, and only if, during his visits to the EU, this Russian citizen would not violate the law and order and comply with all conditions of the visit in the Schengen area, the more the citizen can obtain a Schengen visa valid for five years. Thus, according to the plans of the European Union, the first time to enter Russian citizens will be issued a one-time visa for the second - multivisa for two years, and the third - long-term Schengen visa valid for five years and Russian Foreign Ministry will expand the list of foreign professionals, who are allowed visa free entry to Russia. Simplification of visa formalities seen as another step towards visa-free regime between Russia and Europe. Representatives of Russia has long insisted on the introduction of visa-free regime with the EU. According to the President, the decision to abolish of visas is a r "the political will of the EU leadership." Even during the summit, Russia - EU, which was held from May 31,2010 to June 1, 2010, diplomats from the European Union was given a draft agreement on the transition to a visa-free regime. The draft agreement called for visa-free entry of Russians in any country in the EU, as well as visa-free entry to Russia for all EU citizens, with a mutual right to refuse entry to those whose presence is recognized undesirable. However, in October 2010, French President Nicolas Sarkozy announced that the visa regime between Russia and the EU could be lifted only in 10-15 years. But on Dec. 7, 2010 Russia and the EU achieved some progress in the talks on visa-free regime, and the Russian president said, that Russia and the European Union are hoping for the World Cup in 2018 to reach agreements on abolition of visa regime. On December 10,2010 Prime Minister Vladimir Putin said, that the visa regime between Russia and the EU – is an atavism of past and it should be eliminated. But after that, the EU has put forward four categories of conditions, which may bring the total abolition of visas, especially the European Union expects from Russia to continue the fight against corruption, as well as the legalization of migrants in Russia and abroad. The European Union also points to the need to further protect the identity documents, proposes to organize a closer joint control at the borders. If the visas between Russia and EU countries will abolish, the European countries will attend significantly more tourists from Russia.
